The work load of councillors continued to be quite high. I had intended to observe and learn about the strategic planning and budgeting processes. It soon became obvious that I would have to work very hard to meet the “low rates” expectation I had created with my candidate profile and letterbox flyer.
After several weeks of reviewing the strategic plan and proposals to improve and expand service levels, three options were agreed. Each supported the “status quo” and the 5%, 6 ½%, and 7 ½%, growth options were detailed in a four page lift out in the Messenger. I attended our three public forums and visited neighbouring councils to gain a broader understanding of budgeting and ratepayer expectations. An independent polling company carried out a phone survey of over 600 householders to gauge support for each option. About 800 ratepayers expressed their views and the 5% option was accepted by council on the casting vote of the Mayor. {I was subsequently named in a letter to the editor as against the rise}.
Council’s financial management performance has, met the LGA guidelines (sustainability), gained a 5 star rating from Access Economics (ratepayer satisfaction), and won a bronze medal in the Australian Business Excellence Awards (systems). I expect that we can continue this leadership.
